I was getting this error because I had removed the uac filter which was causing me problems. I can't believe I had removed it. I have an embedded system with windows 10 on it and I think I removed it because it was conflicting with some other software. Mario Draghi, president of the European Central Bank (ECB), has said the central bank’s decisions are not influenced by politics. Speaking in an exclusive interview with CNBC, the ECB chief said the bank’s independence from politics was a core principle. “The decisions we take are based on the economics,” he said. Draghi, who took charge of the ECB in November 2011, also said that more stringent criteria to kick out high-risk borrowers from the eurozone would ensure the euro area’s financial stability. “We have decided that the resources that we have available and the principles we have around our mandate are not sufficient to allow us to accept any single sovereign debt restructuring that would imply in impairing our own credit ratings,” he said. The ECB’s move to ramp up its regulatory standards on bank lending came after several eurozone governments decided to restructure the bonds of financially struggling Greek government. Draghi said the countries had taken the decision voluntarily. “It was a decision of a sovereign state. It was done voluntarily. It was not an order from our side,” he said. The risk that the ECB’s move could affect credit ratings and ultimately the flow of credit into the eurozone, however, remains a concern for global investors. Meanwhile, he said the ECB would also continue to inject emergency liquidity into the banking sector, adding that the situation was “under control”.
